To start off Flowey can use magic but how? A soul (human or monster) can use magic and magic comes from the soul because the snowdin library tells us, "Because they are made of magic, monsters' bodies are attuned to their SOUL." If Flowey can't feel compassion without a SOUL, he can't have hope either but he does have hope so he's just missing the other fragments. This further solidified my theory that Flowey has a fragment of his SOUL. He does not have compassion but unfortunately, he still had hope to keep him going.
